We had great attendance (approximately 200 people) at The August 21, 2024 community meeting. Thanks to all for a robust discussion that evening and also your questions and comments on index cards. Brief responses are summarized here.
Q: Is the archaeological significance of the Shalimar site being considered?
A: Yes, it is. In Tempe, Arizona, when archaeological finds are discovered during construction, work must stop until preservation measures can be determined and completed. The Arizona State Museum (ASM) must be notified, and they will contact any relevant descendant communities. If human remains are found, work must stop within 100 feet of the discovery, the area must be secured, and both the ASM and the city of Tempe must be notified. The discovery will then be treated according to Arizona Revised Statutes §41-865.
Q: What about the ecosystem at the Shalimar site?
A: The ecosystem is indeed being considered. A small team is researching the benefits of the current ecosystem and the impact of proposed changes. We recognize the active and thriving ecosystem at the site as a benefit to all of Tempe and the region.
Q: Has the City of Tempe identified any scenarios for financial support to make part of the space public?
A: The city must follow the standard process for zoning variance requests, which is underway. Currently, the property is under contract between the owners and developer. That is why we are focused on stopping the rezoning. After that, options for a public/private solution can be explored, which may or may not involve the City of Tempe.
Q: How can supporters mobilize around election season to incentivize candidates to support the cause?
A: Shalimar Association regularly speaks with both elected officials and candidates for office about our concerns. Current efforts are focused on meeting with council members to explain the position and request support.
Q: Is there a public forum for sharing creative ideas about the Shalimar site?
A: Share your Shalimar story in the comment box on the Home Page, or send ideas and questions to info@saveshalimar.com. The organization is open to creative ideas for developing a win-win solution for the owners and the community.
Q: What is the donated money spent on?
A: See our Donation Use Policy on this page of the Shalimar Association website.
Q: How many cars might be added to the area with the new development?
A: Based on the preliminary plans, the total parking spaces equals approximately 1100, which gives an indication of the potential increase in vehicles in the area.
Q: How does the 2050 plan relate to zoning for the Shalimar property?
A: The 2050 plan, like the previous 2040 plan, specifies a density of 9 units/acre for the Shalimar property, should it become available. However, this is not a mandate to build at this density. Any change from the current 1 home/acre requires approval for rezoning.
Q: What prevents the property owners from building 44 homes at the current zoning?
A: The owners have the right to build at the current zoning density of 1 home/acre (AG zoning). The focus of the Save Shalimar effort is on preventing any density change beyond this current zoning.
Q: If rezoning is stopped now, could this issue arise again with future buyers?
A: Potentially, yes. The approach is to take it one step at a time. The first step is to stop the current rezoning attempt. The second step would be to work with all stakeholders on a win-win solution that works best for all parties involved.
Q: What happens if new city officials are elected with different ideas?
A: Any change in administration officials brings new ideas and potential changes. While it’s impossible to predict, the current focus is on working collaboratively with the current officials and stressing collaboration in every meeting.
